Rapid Impact Evaluation is a new approach to evaluate impacts. It has been successfully applied in natural resource management settings in the U.S. and is now being piloted by the Treasury Board of Canada and applied by the Global Environment Facility and in other environmental and sustainable development settings. RIE addresses gaps where existing impact evaluation methods are generally too costly, slow or ill-suited and is uniquely able to evaluate impacts in developmental and formative as well as the usual summative settings.

RIE triangulates judgments of three expert groups to assess incremental change attributable to the intervention. It costs about 25,000 and a suitably experienced evaluator with sufficient flexibility needs about two months from start to completion. Build on a use-inspired framework RIE introduces two new methods; the scenario-based counterfactual and a simplified metric for scalar measurement of impacts.

This workshop will introduce RIE. The linked afternoon workshop builds capacity in the new methods developed for RIE.

You will:

• understand the RIE approach, requirements for applying RIE and evaluation settings where it is useful
• gain familiarity with the scenario-based counterfactual, new impact forecasting methods and applying use-inspired approaches to RIE.
• understand how use-inspired evaluation approaches are systematically built into all elements of RIE and how this can apply to other evaluation approaches

Animateur

Andy Rowe, arcEconomics, led development and use of Rapid Impact Evaluation for eleven evaluations and is leading or providing technical assistance for the current use of RIE in Canada, the U.S., Fiji and globally. In addition to developing Rapid Impact Evaluation he is a leading contributor to methods for evaluating sustainable development and introducing sustainability into evaluation thinking and practice. Andy has over thirty years evaluation experience in North America and globally, is a CES Fellow.
